CLIMATE CHANGE, WATER SECURITY, AND NATIONAL SECURITY FOR JORDAN, PALESTINE, AND ISRAEL

Global climate change is underway, human-induced, and has already had observable effects on our environment. This report provides an overview of the effects of climate change on Israel, Palestine and Jordan. It also analyzes the geopolitical implications of climate change for the security of each of the three countries and the region as a whole. It eventually  assesses the effectiveness of various policy measures undertaken by each country to mitigate or adapt to climate change, and makes arguments for the need for regional cooperation on climate change.

ISRAELI WATER DIPLOMACY AND NATIONAL SECURITY CONCERNS 

This report reflects on the concepts of water security and water diplomacy, describes the state of water security in Israel, Jordan and the Palestinian Territories, and presents a set of recommendations to decision makers designed to advance Israeli Palestinian water security and shared national security concerns. Water diplomacy can be defined as a bilateral and multilateral dialogue on water issues between peoples and states, initiating processes at different political levels in order to enhance water governance and cooperation, regional integration, development, security and stability.

REPORT ON THE STATUS OF THE HEBRON-BESOR-WADI-GAZA BASIN

This report presents the current state of the freshwater and wastewater conditions in the Hebron-Besor-Wadi Gaza Basin. Current challenges and risks to water security, public health, and environment are highlighted with further exploration of impacts within the context of gender. This drainage basin originates in the Hebron Hills of the West Bank, flows downstream west across the Negev, and drains into the Mediterranean through Gaza. The basin spans over 3,500 km2 and is a significant source of surface and groundwater for human, agricultural, and industrial use.

WATER AND ENERGY NEXUS PRE-FEASIBILITY STUDY

Jordan, Palestine and Israel are all among the world’s lowest in terms of renewable fresh water supplies per capita. Israel and Palestine have access to the Mediterranean Sea. They also have a dense population and a growing demand for energy. Jordan, on the other hand, is much less densely populated and has vast unpopulated areas that are suitable for solar energy facilities. The goal of this research is to investigate the feasibility of mutually beneficial water- energy exchanges, whereby Israel and/or Palestine would produce desalinated water and deliver it to Jordan and in exchange, Jordan would produce renewable energy and provide it to Palestine and Israel.
